Terms of Service

Effective 6 October 2026

1. About PMCDB

PMCDB is an independent online research and intelligence service operated by Dmitry Bilous. PMCDB provides digital access to structured public-source information concerning the global private-defense, security and defense-technology sectors. Nothing physical is delivered.

By accessing PMCDB, creating an account, or purchasing a subscription, you agree to these Terms of Service.

PMCDB is an independent service and is not affiliated with or endorsed by any government, military, company or organization unless expressly stated.

2. Accounts

Public research pages may be used without an account. Some features require a registered account.

You are responsible for maintaining the security of your sign-in credentials and for activity conducted through your account. You must provide accurate information when creating an account, requesting restricted access or joining a Team workspace.

You may not share credentials in a way that circumvents PMCDB access controls or subscription requirements.

PMCDB may suspend or terminate accounts that violate these Terms, create security risks, abuse the service or are used unlawfully.

3. Free, Pro and Team

PMCDB Free provides access to the public research platform and the Free features described on the site.

PMCDB Pro is a recurring paid subscription. Monthly and annual prices, billing frequency, applicable taxes and the amount due are shown before purchase.

Unless cancelled, Pro automatically renews at the end of each billing period and the payment method associated with the subscription may be charged for the next period.

You may cancel Pro online through Account & Billing. Cancellation normally takes effect at the end of the current paid period.

Team access is arranged directly with PMCDB and is not currently sold through the public Pro checkout.

PMCDB may change subscription prices for future billing periods. Existing subscribers will receive any notice required by applicable law before a change takes effect.

4. Payments and merchant of record

PMCDB uses Stripe for subscription checkout and billing.

Where Stripe Managed Payments is enabled for a transaction, Stripe, through its applicable merchant-of-record service, acts as merchant of record for that transaction. Stripe may handle payment processing, applicable indirect taxes, fraud prevention, disputes, refunds and transaction-related support according to the terms presented at checkout.

PMCDB does not store your full payment-card number.

Taxes or other legally required charges may be added at checkout depending on the transaction and customer location.

5. Cancellation and refunds

You may cancel Pro at any time through Account & Billing. Please review the Refund & Cancellation Policy, which forms part of these Terms.

Nothing in these Terms limits cancellation, refund, withdrawal or other consumer rights that cannot legally be waived in your jurisdiction.

6. Ukraine Research

Ukraine Research is a separately controlled research environment. Access is individually approved, may be limited or withdrawn, and is not automatically included with Free, Pro or Team. Access cannot currently be purchased through public checkout.

7. Research and information disclaimer

PMCDB compiles information from public and third-party sources, including news reporting, government procurement notices, regulatory material and public contracting records.

PMCDB does not guarantee that every record is complete, error-free or current. Important information should be verified against the underlying source linked by PMCDB before publication, investment, procurement, legal or policy decisions are made.

Contract and award values represent the underlying public records and should not be interpreted as company revenue unless expressly stated.

PMCDB Analyst generates answers from PMCDB's structured records and may be incomplete or contain errors.

PMCDB does not provide legal, investment, financial, export-control or other professional advice.

8. Acceptable use

You may use PMCDB for lawful research and professional purposes.

You may not scrape, systematically copy, bulk-download or resell PMCDB's database or compiled content except through functionality expressly provided by PMCDB.

You may not bypass access controls, rate limits, subscription requirements or restricted-data permissions; interfere with the service; submit abusive automated traffic; or probe PMCDB for vulnerabilities without authorization.

Professional exports are intended for your own work or your organization's internal work. Source attribution contained in PMCDB exports should be preserved.

9. Intellectual property

PMCDB's software, interface, original writing, database organization, branding and original compilations are owned by or licensed to PMCDB and are protected by applicable law.

Source material obtained from third parties remains subject to the rights of its original owners. Access to a source through PMCDB does not transfer ownership of that third-party material.

10. Availability and changes

PMCDB is provided on an "as is" and "as available" basis. We work to maintain the service but do not guarantee uninterrupted availability or that every source, record or feature will always remain available.

PMCDB may modify, add or discontinue features where reasonably necessary. Material changes affecting paid subscriptions will be communicated where required by law.

11. Limitation of liability

To the maximum extent permitted by law, PMCDB and its operator will not be liable for indirect, incidental, special, consequential or punitive damages, or for loss of profits, revenue, data, business opportunities or goodwill arising from use of PMCDB.

To the maximum extent permitted by law, PMCDB's aggregate liability arising from the service will not exceed the greater of $100 or the amount you paid for PMCDB during the 12 months immediately preceding the event giving rise to the claim.

These limitations do not apply where liability cannot legally be limited or excluded.

12. Applicable law and consumer rights

These Terms are subject to applicable law. Nothing in these Terms removes mandatory rights or protections available to consumers under the law that applies to them.

PMCDB does not currently require users to resolve disputes through mandatory arbitration.

13. Changes to these Terms

We may update these Terms as PMCDB changes. The current effective date will appear at the top of this page. If a change materially affects an existing paid subscription, we will provide notice where required by law.
